Issue/Request:
An Ordinance approving the award of Contract No. 2023-0012, to conduct an audit of the City’s Equipment Replacement Programs and Overhead charges to Matrix Consulting Group, Ltd., and authorizing the City Manager to execute the same for the City.
Key Issues:
As required by Section 2-552 of the City Code, the City Manager recommends a "management/performance audit" during each budget cycle.
The City Manager's recommendation for the FY23 Budget is to have an audit of the City's Equipment Replacement Programs (ERPs).
A RFP was developed and published. Three (3) responsive proposals were received. An Evaluation Committee, made up of ERP managers, evaluated the proposals and interviewed the firms.
The Committee recommends awarding the contract to the Matrix Consulting Group, Ltd. to conduct an audit of the ERPs and bring recommendations for improvement of management, processes, methods for determining payments for the ERPs and overhead expenses.
The proposed cost for the work is $119,500. $80,000 was budgeted for the special audit, a request for additional spending authority will be coming in the mid-year budget projections amendment.
