Issue/Request:

An Ordinance authorizing the execution of a Missouri Highways and Transportation Commission Airport Rescue State Block Grant Agreement by and between the City of Lee's Summit, Missouri and the Missouri Highways and Transportation Commission, granting federal funds in the amount of $59,000 for airport operational and maintenance expenses and authorizing the Mayor to execute an agreement for the same. 

 

Key Issues:

•    The Missouri Highways and Transportation Commission (“Commission”) has agreed to award funds to the City ("Sponsor") with the understanding that such funds will be used for airport operational and maintenance expenses in accordance with the limitations prescribed to this Airport Rescue State Block Grant Agreement (“Agreement”).

•    The purpose of this agreement is to provide financial assistance to the Sponsor under the American Rescue Plan Act (ARP Act).

•    The project period shall be from the date of the execution by the commission to August 13, 2025.

•    The initial amount of this grant is not to exceed $59,000 for eligible costs.

•    This grant shall expire and the Commission shall not be obligated to pay any part of the costs of the project unless this grant Agreement has been executed by the Sponsor on or before February 27, 2023 or such subsequent date as may be prescribed in writing by the Commission.

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance An Ordinance authorizing the execution of a Missouri Highways and Transportation Commission Airport Rescue State Block Grant Agreement by and between the City of Lee's Summit, Missouri and the Missouri Highways and Transportation Commission, granting federal funds in the amount of $59,000 for airport operational and maintenance expenses and authorizing the Mayor to execute an agreement for the same. 

 

Proposed City Council Motion:

I move for adoption of An Ordinance authorizing the execution of a Missouri Highways and Transportation Commission Airport Rescue State Block Grant Agreement by and between the City of Lee's Summit, Missouri and the Missouri Highways and Transportation Commission, granting federal funds in the amount of $59,000 for airport operational and maintenance expenses and authorizing the Mayor to execute an agreement for the same.

 

Background:

The purpose of this Airport Rescue State Block Grant is to prevent, prepare for, and respond to the coronavirus pandemic. Funds provided under this grant agreement must be used only for the covered airports and shall be provided to such covered airports using subgrants, which include the terms, conditions, and assurances attached hereto.

 

The grant may be used for reimbursement of the airport’s operating expense in accordance with the limitations prescribed in the grant program regulations and statutes. The Lee’s Summit airport is included as a covered airport in the grant program. Therefore, the Airport Rescue State Block Grant funds may be used to reimburse the Lee’s Summit airport for operational expenses incurred no earlier than January 20, 2020.

 

Impact/Analysis:

If not approved, the Lee’s Summit Municipal Airport would not be eligible to receive the $59,000 in grant revenue.  The grant money has no local matching requirement.
