Issue/Request:

An Ordinance approving the award of RFQ No. 2023-020 for professional engineering services for the Tudor Road Pump Station Facility Plan project to HDR Engineering, Inc., for an amount not to exceed $150,000.00, and authorizing the City Manager to execute the same.

 

 

Key Issues:

- As approved under the FY23 Capital Improvement Plan, the City intends to have engineering services performed for the completion of a facility plan for the Tudor Road Pump Station (hereinafter "Project").  The Project is intended to provide a condition and operational assessment of the pump station in its entirety to determine the extent of upgrades required to the process, electrical, structural, and mechanical components to provide the desired level of service for 20 years or more into the future. 

 

- City staff publicly advertised RFQ No. 2023-020 to conduct a qualification based selection seeking qualified firms to provide professional engineering services for the Project, in accordance with state statutes and local procurement policies.

 

- After review of those submissions for RFQ No. 2023-020, HDR Engineering, Inc. (hereinafter "Engineer") was determined to be the most qualified firm to undertake such an assignment.

 

- Following successful scope and fee negotiations, the City desires to enter into an agreement with Engineer to complete the Project.

FIRST MOTION: I move for a second reading of an Ordinance approving the award of RFQ No. 2023-020 for professional engineering services for the Tudor Road Pump Station Facility Plan project to HDR Engineering, Inc., for an amount not to exceed $150,000.00, and authorizing the City Manager to execute the same. Background:

 

The Tudor Road Pump Station is the city’s largest wastewater pump station and is a critical piece of infrastructure that must operate efficiently and reliably. The pump station serves the West Prairie Lee Watershed and the South Prairie Lee Watershed and has a capacity of 24 MGD.  The pump station is nearing the end of its third decade and many of its equipment and components are approaching the end of their useful life.   The intent of the facility plan is to provide a comprehensive review of the operating performance and condition of the structures, systems, and/or equipment.  The process, electrical, structural, and mechanical assessments of the pump station will be used to project the end of useful for each component and to establish a capital improvement plan for upgrades to the pump station to provide the desired level of service for 20 years or more into the future. The Facility Plan will include an evaluation of the current pump station operation and propose methods to optimize system performance and highlight energy savings and efficiencies, as well as recommendations to keep the pump station in continuous operation during emergency situations and during lengthy repairs.  In lieu of replacing equipment in kind, the facility plan will evaluate current technologies to recommend the most cost effective and operationally efficient upgrades. 

 

 

Impact/Analysis:

Water Utilities Department issued RFQ No. 2023-020 on September 14, 2022, requesting qualifications for professional engineering services for the Project.  The RFQ was advertised on the City's website and was posted to Public Purchase.  524 firms were notified via Public Purchase, 31 firms downloaded the RFQ, four firms were represented at the pre-proposal conference, and two (2) firms submitted responsive statements of qualifications prior to the October 6, 2022, closing date.  The two firms were interviewed before an evaluation team composed of five Water Utilities Department personnel.
