Issue/Request:
An Ordinance approving sole source agreement #2023-038 to KA-Comm, Inc for supplier and installer services of emergency vehicle equipment for a one-year term with up to two, one-year renewals and authorizing the City Manager to execute the same by and on behalf of the City.

Key Issues:
Ka-Comm is considered an “up-fitter” for emergency vehicles. They will be a supplier and installation location for equipment being installed into new police vehicles. When a police vehicle has reached the end of its usable life, Ka-Comm will remove all usable police related equipment from the vehicle prior to its decommission and potential sale. When a new vehicle is purchased, Ka-Comm will supply needed equipment for the vehicle and install all needed police related equipment into the vehicle prior to it being placed into service. This equipment may include, but is not limited to, emergency lighting, sirens, protective barriers, mobile video systems, radar systems, computer equipment, consoles and controls.


Background:
The Lee’s Summit Police Department replaces vehicles each year after they have reached their designated time as determined by the Fleet Manager. This replacement requires removal of equipment from the outgoing vehicle and installation of the same equipment, or new equipment, into the replacement vehicle. This process is highly technical and detailed work due to the large amount of electronic equipment involved.
