Issue/Request:

A Resolution authorizing the City of Lee's Summit Water Utilities Department application for grant funding from the Missouri Department of Natural Resources for the State American Rescue Plan Act (ARPA) for Legislative Priority Water Infrastructure Projects. 

Key Issues:

This resolution supports the City of Lee's Summit grant application to the Missouri Department of Natural Resources.  As part of the grant application, the Department of Natural Resources requests that the City of Lee's Summit receive authorization through a City Council Resolution in conjunction with the submittal of applications.

Proposed City Council Motion:

I move to adopt a Resolution authorizing the City of Lee's Summit Water Utilities Department application for grant funding from the Missouri Department of Natural Resources for the State American Rescue Plan Act (ARPA) for Legislative Priority Water Infrastructure Projects. 

Background:

The City of Lee's Summit was given a $10,500,000 Grant in Missouri House Bill 3020.  This ARPA grant funding is for upgrades and maintenance of sewer systems.   This grant requires full matching funds is being managed through the Missouri Department of Natural Resources similar to the other ARPA funds for water and sewer construction which the state is administering.   This grant is on an accelerated schedule and is required to be applied for by December 31, 2022 and fully expended and accounted for by December 31, 2026. 

Water Utilities Staff has several projects which are in our current CIP and can be used for matching funds and will encumber the grant funds as well.  The selection of the existing projects will allow the City to meet the tight tim...
