Body

Issue/Request:

An Ordinance approving Amendment No. 9 to the budget for the Fiscal Year ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the authorized expenditures of the Police Department for the City of Lee's Summit, Missouri.

Key Issues:

The Police Department has identified a need to update some firearms.  The shotguns currently in service are at or past their life cycle.  The current shotgun model utilized by the Police Department is the Benelli M1 Grand.  The manufacturer is overseas which has created challenges for obtaining new parts in a timely fashion.  A review of all shotgun models was completed by the Firearms Instructors within the Police Department.  The decision was made to replace our current shotgun platform with the Remington 870 model.  This change will allow for better upkeep and access to all needed parts and repairs. The Remington 870 model is widely used by law enforcement and is currently the shotgun platform taught at our local Kansas City Regional Police Academy.  The change in platform will be a cost savings but also provide a major training benefit to our department for new recruits and officers.

The items requested were competitively bid.  Kiesler Police Supply was selected. Due to the nature of the trade-in process and the company having to evaluate each shotgun, the exact costs are currently unknown, but our expenditures will not exceed $30,000.00.  Each of the current shotguns are in service deployed in the field.

This budget amendment is requested to spend up to $30,000.00 from the police asset forfeiture account. Asset forfeiture funds have limitations for use.  The funds can only be spent by law enforcement.  The expenditures must be for police equipment such as the purchase of new firearms.

Background:

The current shotguns are at or past their life cycle lessening the reliability of that weapon system.  The research into the replacement shotguns looked at training benefits, maintenance benefits, effectiveness and cost.  The Remington 870 shotgun will meet all of the Police Departments needs.

Impact/Analysis:

The budget amendment is a request to increase the authorized expenditures in the Police Department Budget up to $30,000.00.

Other Information/Unique Characteristics:

The asset forfeiture funds are part of the General Fund Reserve Balance, but they are segregated in a separate account within the General Fund reserves because there are strict limitations the use of those funds.  Specifically, the asset forfeiture funds can only be used by law enforcement for the purchase of police equipment and/ or capital projects.
