Issue/Request:

An Ordinance approving the award of RFQ No. 2022-060 for Professional Engineering Services for the Olive and Orchard Street and Storm Sewer Improvements (Douglas Street to Chipman Road) Project to Kimley-Horn for an amount not to exceed $855,428.00 and authorizing the City Manager to execute an agreement for the same. 

 

Key Issues:

                     The Olive and Orchard Road and Storm Improvements Project was created in response to resident reports of structure flooding and need to rehabilitate the existing streets

 

                     City Council formally programmed funding for the project as part of the FY2023 Capital Improvement Plan (CIP)

 

                     City Staff Issued RFQ No. 2022-060 to conduct a Qualification Based Selection for professional engineering services, in accordance with state statutes and local procurement policies

 

                     Kimley-Horn was selected for the project and satisfactorily conducted negotiations for scope and fee with City Staff.  The scope and fee is typical for this type of project.

I move to recommend to City Council approval of an Ordinance approving the award of RFQ No. 2022-060 for Professional Engineering Services for the Olive and Orchard Street and Storm Sewer Improvements (Douglas Street to Chipman Road) Project to Kimley-Horn for an amount not to exceed $855,428.00 and authorizing the City Manager to execute an agreement for the same.

FIRST MOTION: I move for second reading of an Ordinance approving the award of RFQ No. 2022-060 for Professional Engineering Services for the Olive and Orchard Street and Storm Sewer Improvements (Douglas Street to Chipman Road) Project to Kimley-Horn for an amount not to exceed $855,428.00 and authorizing the City Manager to execute an agreement for the same. 

 

SECOND MOTION: I move for adoption of an Ordinance approving the award of RFQ No. 2022-060 for Professional Engineering Services for the Olive and Orchard Street and Storm Sewer Improvements (Douglas Street to Chipman Road) Project to Kimley-Horn for an amount not to exceed $855,428.00 and authorizing the City Manager to execute an agreement for the same. 

 

 

Background:

The primary purpose of this project is to address structural flooding at the corner of Olive and Orchard. The secondary purpose is to reconstruct Olive and Orchard streets to enhance roadway safety, improve traffic operations, connect gaps in current bicycle facilities, and create walkable routes. An older City water main and several brick manholes within the corridor will also be replaced with the project. The preliminary budget for the project was authorized when the FY 2023 CIP was recommended for approval by the Planning Commission and then adopted by Council Resolution.

 

Kimley-Horn will conduct analyses and determine appropriate improvements to mitigate flooding and improve pedestrian and bicycle safety. Improvements will include full street reconstruction of Olive and Orchard with the addition of curb, storm sewer, and complete street amenities to include sidewalk, ADA improvements, and lighting. Kimley-Horn will evaluate alternatives including installation of a stormwater BMP (Best Management Practice facility to collect and filter stormwater), stormwater detention, and on-street parking options.

 

The street improvements will coordinate with the Parks Department's Greenway Master Plan.  Ancillary work may include temporary and permanent easement and permanent right of way acquisition that will occur in 2023.  Pending successful easement acquisition, the project would be built in 2024. Kimley-Horn will be responsible for land surveying services, engineering design, environmental permitting, traffic control plans during construction, coordinating with key stakeholders, and utility coordination.

 

This project will be funded from a combination of funds and programs. The 2017 CIP Sales Tax allocated fund for stormwater improvements in accordance with the program policies to mitigate structural flooding. The permanent Transportation Sales Tax will allocate funds from the Residential Street Reconstruction program first adopted by Council as part of the FY2022 Capital Improvement Plan. The Water Utilities construction funds have allocated money for the water main replacement and sewer manhole rehabilitation.

 

 

Impact/Analysis:

This is the City's standard agreement between the City and a consulting engineering firm with regard to engineering services.  This agreement will allow Kimley-Horn to provide engineering services to the City.

Other Information/Unique Characteristics:

RFQ No. 2022-060 was publicly advertised starting June 3, 2022.  The RFQ was advertised using the City’s web site and www.PublicPurchase.com to notify potential vendors.  Twenty-six potential vendors viewed the RFQ, and three firms submitted responsive qualification submittals by the July 1, 2022 closing date. After reviewing the submittals, Kimley-Horn was selected as the most qualified engineering firm to design the project.
