Presentation: Infill Policy Discussion

Body

Background:

The Ignite Comprehensive Plan calls for "Purposeful” infill growth, in the form of well planned and managed development, can play a critical role in enhancing existing neighborhoods and strengthening downtown-in large part by supporting their ability to adapt to the community’s changing needs and opportunities. Addressing three key questions provides clear direction for identifying the right kinds of infill development, shaping it to enhance the quality and character of our community, and ensuring that its benefits outweigh its costs."  In order to execute the above strategy, an infill policy and implementation measures are needed.  Infill and attainable housing are related.  Infill housing projects usually occur in already developed areas where public improvements are already available.  This may reduce development costs and lead to more attainable housing.

Issue/Request:

Staff would like to discuss some infill concepts with the CEDC throughout this presentation and other agenda items.  These will be based upon recommendations found in the Comprehensive Plan.  Staff has included two key pages from the plan that discuss the purpose of infill and strategies for infill projects.  Staff will present the positives and negatives of these ideas so the committee can give direction on infill concepts and attainable housing measures.
