Body
For quite some time the Mayor and City Council along with Staff have been working toward a realignment of certain advisory boards, committees and commissions. It has been noted repeatedly that the rules governing the conduct, structure and governance of those various boards, committees and commissions is often wildly different depending on when they were created. This proposed set of rules would apply to all of the advisory boards, committees and commissions that are subject to the authority of the City Council. These rules however would not apply to any boards, committees and commissions that are created pursuant to Missouri Statutes or via Federal regulation or requirement. The creation of these rules, or rules substantially like these, is the first step toward the completion of the long standing realignment project. Attached you will find a comprehensive set of rules related to the City-created boards, committees and commissions. This document is intended to begin the dialogue related to a comprehensive set of rules.

Update for 9-22-22: During the last meeting of the Rules Committee the general rules for all boards, committees and commission were discussed and staff was requested to make certain changes. Those items have been amended and are ready for further discussion.

Update for 10-27-22: At the September meeting of the Committee, members had a few additional comments and requested that staff prepare a final version of the document including placing it in ordinance form for the October meeting. This has been done.
