FIRST MOTION: I move for a second reading of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances of the City of Lee's Summit, Missouri, by amending Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.
SECOND MOTION: I move for adoption of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances of the City of Lee's Summit, Missouri, by amending Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.
Background:
Stoney Brook Circle - The residents along the north side of Stoney Brook Circle, a 360-foot long cul-de-sac, requested this No Parking area because the HOA pool parking lot cannot serve all the users. Pool users frequently park on the street along Stoney Brook Circle as overflow parking for the pool. This on-street parking makes it more difficult for residents along Stoney Brook Circle to get in and out of their driveways. The continuous on-street parking occurs in such a way that the cul-de-sac becomes restricted to one-way traffic.
Residents along Stoney Brook Circle have stated they are agreeable to no parking on the opposite side of the street of their homes. The north side is where the homes reside and that side of the street has driveways that tend to break up the continuous line of parking, thus allowing pockets for cars to pull over an allow two-way traffic. The pool is at the corner of Stoney Brook Circle and Stoney Creek Drive. Stoney Creek Drive is a collector street that has wider pavement and no driveway connections. This street can be used for on-street parking, and would still allow two-way traffic along the collector street. No sight distance concerns were noted. Parking on Stoney Creek Drive should be far enough away from intersections and crosswalks, if any, to ensure safe sight distance and traffic operations.
Impact/Analysis:
This amendment should establish the No Parking restriction proposed on Stoney Brook Circle. The inclusion in Schedule B will improve public reference and clear record for this restriction.
