Issue/Request:
An Ordinance approving a Fixed Base Operator Agreement between the City of Lee's Summit, Missouri and Summit Flight Academy, LLC for a period of 2 years with continuing options for renewal to perform flight training and aircraft rental at the Lee’s Summit Municipal Airport and authorizing the Mayor to execute an agreement for the same.
Key Issues:
• The operator of the flight school currently owns and operates Midwest Avionics, LLC, an existing FBO on the Airport that performs avionics maintenance, repairs, and inspections services.
• Summit Flight Academy, LLC will start with one aircraft with intention of adding additional aircraft and renting office space in the future.
• Summit Flight Academy, LLC and the Airport have negotiated the terms and conditions of a Fixed Base Operator Agreement which provides for performing FBO operations.
• City and Summit Flight Academy, LLC wish to enter into the Fixed Base Operator Agreement
Proposed Committee Motion:
I move to recommend to City Council for approval of an Ordinance approving a Fixed Base Operator Agreement between the City of Lee's Summit, Missouri and Summit Flight Academy, LLC for a period of 2 years with continuing options for renewal to perform flight training and aircraft rental at the Lee’s Summit Municipal Airport and authorizing the Mayor to execute an agreement for the same.
Background:
Summit Flight Academy, LLC is a start-up flight school at the Airport. The operator of Summit Flight Academy, LLC also owns and operates Midwest Avionics, also located on the Airport, and has approached the Airport about constructing a hangar on the west apron. The operator will share an existing office with Midwest Avionics located in Hangar 1.
Impact/Analysis:
The addition of a flight school will bring in new customers from around the region to learn to fly. This agreement will result in new revenue from fuel sales and aircraft tie-down rental.

Recommendation
Staff recommends approval of an Ordinance approving a Fixed Base Operator Agreement between the City of Lee's Summit, Missouri and Summit Flight Academy, LLC for a period of 2 years with continuing options for renewal to perform flight training and aircraft rental at the Lee’s Summit Municipal Airport and authorizing the Mayor to execute an agreement for the same.
Committee Recommendation:
A motion was made by Councilmember Lovell, seconded by Commissioner Mall, to recommend to City Council approval of an Ordinance approving a Fixed Base Operator Agreement between the City of Lee's Summit, Missouri and Summit Flight Academy, LLC for a period of 2 years with continuing options for renewal to perform flight training and aircraft rental at the Lee’s Summit Municipal Airport and authorizing the Mayor to execute an agreement for the same. The motion carried unanimously 5-0. (Chairman Townsend and Commissioners Towns and Haley absent).
The Public Works Committee voted unanimously 4-0 to recommend to City Council approval of an Ordinance approving a Fixed Base Operator Agreement between the City of Lee's Summit, Missouri and Summit Flight Academy, LLC for a period of 2 years with continuing options for renewal to perform flight training and aircraft rental at the Lee’s Summit Municipal Airport and authorizing the Mayor to execute an agreement for the same.
