A Resolution Amending and Adopting the City of Lee's Summit Street Lighting Policy.
Key Issues:
• Updating (amending), clarifying and adopting the policy as an Exhibit to the Resolution
• Revising the “base” level of street lighting, typically residential leased lights, to include street lights that are necessary for minimum sight distance in roadway design
• Remove “upgraded” lighting option for future installations
Proposed City Council Motion:
I move for approval of the resolution amending and adopting the City of Lee's Summit Street Lighting Policy.
Background:
The City’s streetlight policy was first adopted by resolution in 1986 (Resolution 86-24) and amended in 2006 (Resolution 06-04), establishing standard materials and locations for streetlights. These resolutions essentially created the street light policy for design and location standards prior to the City's adoption of a Design and Construction Manual. The purpose of this Street Lighting Policy is to reference the Design and Construction Manual for material and design standards, supplement the Design and Construction Manual in the absence of standards (e.g. residential leased lighting), and to generally establish expectations and consistency for street light design, standards, location, planning and cost responsibilities.
Impact/Analysis:
By revising the "base" standard for residential lighting, e.g. leased lighting or area lighting as opposed to continuous lighting, to include street lights provided by the City where necessary for sight distance will increase cost to the City that is not reimbursed by agreement with private entities. There are no other cost impacts of these changes. Some street light agreements will become null in cases which all additional street lights above and beyond the "base" level of lighting established by Resolution 06-04 were provided by agreement for sight distance situations. Other agreements may have a reduced cost where the same situation exists, but those lights are "decorative" and the incremental cost for "decorative" lighting will remain applicable for reimbursement to the City. Many agreements will not be impacted if there were no additional lights required for sight distance.
The proposed resolution adopts policy by Exhibit, and the Exhibit (Policy) has been clarified with references to the Design and Construction Manual, but the provisions of Resolution 06-04 other than the aforementioned change to "base" standard for sight distance mitigations, generally remain the same. Reference to the Design and Construction Manual avoids conflicts. Original Resolution 86-24 for lighting standards was adopted prior to establishing a Design and Construction Manual and Resolution 06-04 was adopted prior to incorporating Lighting Design Criteria, Lighting Specifications, and Lighting Standard Details in the Design and Construction Manual.
