An Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by amending Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.
Key Issues:
These changes to Appendix B, Schedule of Stopping, Standing and Parking Restrictions, were requested by staff as well as residents in the interest of public safety and traffic operations.
Proposed City Council Motion:
FIRST MOTION: I move for a second reading of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by amending Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.
SECOND MOTION: I move for adoption of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by amending Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.
Background:
Douglas Street from 1st Street to Lees Summit Road - This addition is to establish parking restrictions prior to the Douglas Street Improvements set forward in the 2023-2027 Capital Improvement Plan. These improvements include but are not limited to Paving, sidewalks, curb, storm drainage, and street lighting improvements which will establish Douglas Street as a gateway to Downtown as well as meet the City’s Livable Streets Policy. This change also allows for bike lanes as contemplated in the Douglas CIP and is consistent with the parking restrictions on all other arterial roads. The section of Douglas from 2nd to 1st is already No Parking, as is Douglas North of Chipman. The section of Douglas from 1st to 2nd will be No Parking as proposed in the No Stopping provision noted below.
No Stopping along Douglas Street, 2nd Street, and Main Street - This is meant to address current parking and stopping activities along these three streets as they relate to the new apartment development on the corner of 2nd and Douglas as well as increased parking activity associated with the Farmers Market and other downtown events. Residents and customers have been using this section of roadway for deliveries and short term parking that creates a hazardous condition. These streets are experiencing increased traffic and the more frequent parking and stopping use should cease entirely to improve safety and operation. No Stopping will address the undesired delivery services. No Stopping also includes No Parking as a more restrictive condition. These sections of roadway already have No Parking established. The No Stopping limits proposed on these streets are described herein:
• Douglas Street from 2nd to 1st, both sides
• 2nd Street from Main to Douglas, both sides
• Main Street from 2nd to 1st, both sides; except marked parking and loading zone.
Impact/Analysis:
This amendment will clarify and establish No Parking and No Stopping restrictions in the Code of Ordinances. The inclusion of these No Parking and No Stopping restrictions in Schedule B will improve public reference and clear record. These restrictions will also improve traffic flow and traffic safety for all users.
