Title
An Ordinance approving the use of a cooperative contract between Public Safety Association, Inc. and Stryker Sales, LLC, to purchase and maintain emergency medical equipment, and ratifying the City Manager’s execution of the same to allow for expanded spending authority. (F&BC 7/6/22)

Body
Issue/Request:
The fire department utilizes a large number of Stryker medical products in the delivery of EMS services. These products include Lifepaks (cardiac monitor/defibrillators), Lucas devices (cardiac arrest CPR assist devices), medical cots, and load systems in the ambulances and portable transport devices to assist in moving patients.

These products require maintenance and repairs. When the City began using the cooperative contract, the City Manager executed the agreement because the estimated annual spend was less than $50,000.00.

As the fire department inventory has grown and prices increase, the fire department's annual spend is not projected to exceed $50,000. Pursuant to the Procurement Policy, a contract with an annual estimated spend $50,000 or more requires City Council approval before it can be used.

Key Issues:
The fire department has used this co-op agreement for many years, however with the $50,000 annual spend threshold now passed, council approval is required.

Proposed City Council Motion:
FIRST MOTION: I move for a second reading of an Ordinance approving the use of a cooperative contract between Public Safety Association, Inc. and Stryker Sales, LLC, to purchase and maintain emergency medical equipment, and ratifying the City Manager’s execution of the same to allow for expanded spending authority.

SECOND MOTION: I move for adoption of an Ordinance approving the use of a cooperative contract between Public Safety Association, Inc. and Stryker Sales, LLC, to purchase and maintain emergency medical equipment, and ratifying the City Manager’s execution of the same to allow for expanded spending authority.
