Title

A Resolution authorizing the City of Lee's Summit Water Utilities and Public Works Department's application for grant funding from the Missouri Department of Natural Resources for the State of Missouri American Rescue Plan Act (ARPA) for Water Infrastructure Community Programs

Body

Issue/Request:

A Resolution in support of the Lee's Summit Water Utilities and Public Works application for grant funding in the state of Missouri American Rescue Plan Act (ARPA) for Water Infrastructure Community Program.

Key Issues:

This resolution supports the supports the City of Lee's Summit grant application to the Missouri Department of Natural Resources.  As part of the grant application, the Department of Natural Resources requests that the City of Lee's Summit receive authorization through a City Council Resolution in conjunction with the submittal of applications.

Proposed City Council Motion:

I move to adopt a Resolution authorizing the City of Lee's Summit Water Utilities and Public Works Department's application for grant funding from the Missouri Department of Natural Resources for the state of Missouri American Rescue Plan Act (ARPA) for Water Infrastructure Community Programs.

Background:

The state legislature has appropriated $410m of its state ARPA funds to invest in Missouri's water infrastructure through community grant programs. The Department of Natural Resources Financial Assistance Center has separated the ARPA grant programs for water and sewer infrastructure into four (4) grant programs with specific funding amounts.

                     - Drinking Water Infrastructure projects: $125m with a maximum award of $5m

                     - Wastewater Infrastructure projects: $125m with a maximum award of $5m

                     - Stormwater Infrastructure projects: $150m with a maximum award of $5m

                     - Lead Service Line Inventories: $10m with a maximum award of $200k

The US Department of Treasury intends that ARPA investments in water and sewer be necessary. Treasury considers a necessary investment in infrastructure be one that is (1) responsive to an identified need to achieve or maintain an adequate minimum level of service, which may include a reasonable projection of increased need, whether due to population growth or otherwise and (2) a cost-effective means for meeting that need, taking into account available alternatives. The Department is offering a competitive, reimbursement grant opportunity for communities with infrastructure affordability challenges to complete necessary drinking water, wastewater, and stormwater capital-improvement infrastructure projects as well as lead service line inventories.
