Approval of the 2022 Annual Action Plan

Key Issues:

To receive CDBG funding from HUD for the 2022 program year, the City is required to submit an Annual Action Plan that lays out the community’s goals and objectives for the grant program as well as programs to be funded to implement the 2020-24 Consolidated Plan. The City Council needs to adopt the proposed Annual Action Plan by ordinance.

Background:

In 1994, Lee’s Summit was designated as an Entitlement Community under the Community Development Block Grant (CDBG) Program by the U.S. Department of Housing and Urban Development (HUD). This designation gives the City the authority to administer the grant funds within our City. As an Entitlement Community, the City is required to adopt an Annual Action Plan for each program year that summarizes local actions being taken to address specific needs within the community. The grant distribution aims to achieve priority goals and objectives as established in the 2020-24 Consolidated Plan; this is year two of the City’s five-year Consolidated Plan. The City has been awarded $333,409.00 for PY 2022, with an additional $22,704.00 in returned monies from prior year funds that we are proposing be reallocated to this program year 2022, for a total of $356,113.00.

The City is required to adopt an annual action plan for each program year summarizing local actions being taken to address specific needs of the community’s low-to-moderate income persons. The attached draft Action Plan has been prepared through a public process, which included a press release, pre-application meeting and application period, followed by staff evaluation and prioritization of the applications received.

The CEDC held a public hearing on March 9, 2022 as part of the public participation process. During the CEDC hearing, grant applicants had an opportunity to present their funding proposals and staff presented their funding recommendation. At this time the 2022 allocation was unknown.  The Committee suggested two changes be made if the award increased from last year: to fully fund Coldwater's BackSnack program and to increase the allocation to Lee's Summit Social Services HVAC project. With the award decreasing these changes were not able to be met, however with the recommended allocations all minimums have been met and each agency will be able to continue their projects/programs at the level applied for. 

The CEDC approved a recommendation for the City Council to adopt by ordinance the 2022 Annual Action Plan based on the attached funding recommendation with necessary funding adjustments based on the annual allocation.

A 30-day public comment period was held March 10- April 11 ,2022. No public comments were received by the City.

 I move for adoption of an ordinance approving the City of Lee’s Summit’s Community Development Block Grant (CDBG) 2022 Annual Action Plan.
