Issue/Request:

An Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by amending Appendix B, Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit.

 

 

Key Issues:

                     Pursuant to Ordinance No. 6727, the City's Schedule of Stopping, Standing and Parking Restrictions, codified through Section 29-382 of the Code of Ordinances and attached as Appendix B to Chapter 29 of the Code, recites the stopping, standing and parking restrictions for various streets and segments of streets located in the City.

                     A revision of certain stopping, standing and parking restrictions are found to be appropriate on the basis of engineering and traffic investigation, and the City Traffic Engineer believes that it is appropriate to amend these restrictions in the manner described herein

 

 

Proposed City Council Motion:

I move for adoption of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by amending Appendix B, Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit.

 

Background:

 

City ordinances authorize the City Traffic Engineer (CTE) to administratively enact no parking areas on certain public streets. These administratively approved locations have already been signed for No Parking.  To simplify enforcement, the No Parking areas administratively enacted which are not already described in Appendix B are included in this ordinance so they are clearly listed in the City’s codes and ordinances in Appendix B.

 

Some No Parking and No Standing locations require City Council approval, so those proposed locations that require City Council approval are also included in these amendments to Appendix B.  Those specific new areas of No Parking and/or No Standing will be signed if approved by City Council (maps attached).

 

SW Thompson Drive is proposed to change from No Parking to No Standing; which enables enforcement for the prohibition of vehicles with drivers awaiting unloading or loading at a warehouse facility on Thompson Drive.  Large trucks consistently stop on the curve and block sight distance for others, causing a safety issue.  Neighboring property owners have contacted us to relay their concerns.  LSPD is supportive of this change.

SW Arbor Row Drive from Wysteria Drive to Arbor Park Drive, East side - This proposed No Parking restriction addresses the problem of vehicles parking on both sides of a narrow street in order to attend sports and other activities in the nearby neighborhood park, creating a safety concern for drivers to be able to maneuver Arbor Row Drive and challenges for emergency vehicle access.  Restricting parking on the east side will allow for better sight distance visibility for vehicles navigating this area, improved safety and a clear lane for traffic.  This is an administratively enacted No Parking restriction by the CTE being restated in Appendix B for clarity and reference.

NE Banner Drive - This proposed No Parking restriction addresses the problem of vehicles parking on both sides of the roadway through a curve, restricting sight distance visibility.  There is a nearby park without a parking lot and many of these vehicles are accessing the park by parking on Banner Dr.  Restricting parking on one side of the roadway will allow for better sight distance, improved safety and still allow for some parking to access the park. This is an administratively enacted No Parking restriction by the CTE being restated in Appendix B for clarity and reference.

 

Impact/Analysis:

This amendment clarifies various No Parking restrictions. It also improves public reference and record for sections of roadway that have No Parking already established based on more recent actions of the City Traffic Engineer (CTE).
