Issue/Request:

An Ordinance approving a Regional Preventive Maintenance Program Agreement between the City of Lee's Summit, Missouri, and Mid-America Regional Council (MARC), and authorizing the Mayor to execute the same.

 

Key Issues:

                     Mid-America Regional Council (hereinafter "MARC") is administering a Regional Preventative Maintenance Program to support preventative pavement maintenance activities on local roadways for area cities and counties within the Kansas City metropolitan area (hereinafter "RPM").

 

                     The RPM will use Coronavirus Response and Relief Supplemental Appropriations Act, 2021, (CRRSAA) funds to conduct Mill & Overlay and/or Micro Surfacing maintenance on these roadways.

 

                     An agreement between the City and MARC is necessary in order to participate in the RPM (hereinafter "RPM Agreement").

 

 

Proposed City Council Motion:

 

SECOND MOTION:  I move for adoption of an Ordinance approving a Regional Preventive Maintenance Program Agreement between the City of Lee's Summit, Missouri, and Mid-America Regional Council (MARC), and authorizing the Mayor to execute the same.

 

 

Background:

The Mid-America Regional Council (MARC) is administering the Missouri Regional Preventative Maintenance Program (RPM) to support preventative pavement maintenance activities on local roadways for area cities and counties located within the Kansas City metropolitan area through Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) funding.  Local jurisdictions between 5,000 - 10,000 persons will receive a minimum $50,000 allocation and jurisdictions over 10,001 receive an allocation based on population.  The remaining CRRSAA funds will go to counties to help support jurisdictions with populations under 5,000.  CRSSAA funds are 100% federally funded and do not require a local match.  As indicated in Exhibit A of the RPM Agreement, the value of pavement maintenance work to be performed within the City is not to exceed $564,209.00.

 

The work will be coordinated and contracted by MARC.  No CRRSAA funds will be sent to the City for the RPM; the City will not administer the project or direct payments.

 

An agreement between the City and MARC is required in order to participate in the RPM.  This agreement outlines the mutual covenants of MARC and the City in order for the RPM to be carried out within the City's jurisdiction.

 

 

Impact/Analysis:

Not entering into this RPM Agreement with MARC would mean the City forfeits the value of pavement maintenance to be performed under the agreement ($564,209.00).
