An Ordinance awarding the bid for Project No. 568-323-78 for the Browning Street Extension - Browning St. to Hamblen Rd. Project to Amino Bros. Co., Inc. in the amount of $3,397,845.08 and authorizing the City Manager to execute an agreement for the same.

 

 

Key Issues:

                     As directed by the FY22 Capital Improvement Plan and Thoroughfare Master Plan, with recommendation by the License Tax Committee, the City called for the design of extending the roadway of Browning Street to Hamblen Road, thereby providing an alternate route in lieu of Oldham Parkway and improving the access management for existing and future industrial and commercial development (hereinafter "Project No. 568-323-78"). 

                     The total project budget for Project No. 568-323-78 is funded primarily from the License (Excise) Tax but also from the Sewer Construction and Water Construction Funds.

                     Public Works Engineering issued an advertisement for bids for the construction of Project No. 568-323-78 on March 14, 2022, guided by local policies and state statutes.

                     Amino Bros. Co., Inc. (hereinafter "Contractor") was determined to be the lowest and best bidder by City staff.

                     The City desires to enter into an agreement with the Contractor to construct Project No. 568-323-78.

I move to recommend to City Council approval of an Ordinance awarding the bid for Project No. 568-323-78 for the Browning Street Extension - Browning St. to Hamblen Rd. Project to Amino Bros. Co., Inc. in the amount of $3,397,845.08 and authorizing the City Manager to execute an agreement for the same.

 

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance awarding the bid for Project No. 568-323-78 for the Browning Street Extension - Browning St. to Hamblen Rd. Project to Amino Bros. Co., Inc. in the amount of $3,397,845.08 and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION:  I move for adoption of an Ordinance awarding the bid for Project No. 568-323-78 for the Browning Street Extension - Browning St. to Hamblen Rd. Project to Amino Bros. Co., Inc. in the amount of $3,397,845.08 and authorizing the City Manager to execute an agreement for the same.

 

 

 

Background:

This Project will extend a commercial/industrial roadway, Browning Street, along a planned alignment to Hamblen Road.  It includes two 18 FT lanes, sidewalks, curb and gutter, a turn lane at Hamblen, an enclosed storm drainage system, pavement marking, signing, possible relocation of a water main along Hamblen Road and any other conflicting underground utilities including, but not limited to, KCP&L, Google Fiber, AT&T, Lee’s Summit School District, sewer, Spire Gas, Time Warner, and Charter.

 

The purpose of this Project is to complete a roadway network gap that will improve access to the area between Hamblen Road and the Union Pacific Railroad, south of US 50 Hwy and north of Bailey Road.  This will provide an alternate route in lieu of Oldham Parkway and improve access to existing industrial and commercial development as well as promote re-development and facilitate access management along Hamblen Rd at Oldham Parkway in support of future improvements at the MO-291 North Junction at US 50 Hwy Interchange.

 

Public Works Engineering advertised for bids for the construction of Project No. 568-323-78 on March 14, 2022.  Potential bidders were notified through QuestCDN, on the City website, and an email solicitation was sent to contractors who have been engaged with the City.  Three (3) responsive bids was received by the April 14, 2022 bid opening date. 

 

The lowest bid received from Amino Bros. Co., Inc. is about 4% below the engineer's estimate.  City staff is recommending to proceed with awarding this construction contract.  Construction is anticipated to begin June 2022 with 150 days to achieve substantial completion.

 

 

Timeline:

Estimated construction start date: June 2022

Estimated Substantial Completion (ready for public use): November 2022

Final Completion (ready for final payment): Spring 2023
