Issue/Request:

An Ordinance approving an STP-Urban Program Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for the Pryor Road Widening Phase 1, Hook Road to Longview Road Project, Commission Project No. STBG 3378(403), and authorizing the Mayor to execute the same.

 

Key Issues:

                     Pursuant to the FY22 Capital Improvement Plan and Thoroughfare Master Plan, the City plans to improve Pryor Road from M-150 Highway to Longview Road; the first phase being from Hook Road to Longview Road, to enhance the safety and operations, expand capacity, and accommodate non-motorized transportation (hereinafter "Project").

 

                     The Missouri Highways and Transportation Commission ("hereinafter MoDOT") approved the City's submittal of the Project for Surface Transportation Program (STP) federal funding in the amount of $3,930,000.

 

                     An agreement between the City and MoDOT is necessary to memorialize the mutual covenants, promises, and representations to grant the use of the STP funding to the City for the Project, Commission Project No. STBG 3378(403) (hereinafter “STP-Urban Agreement”).

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving an STP-Urban Program Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for the Pryor Road Widening Phase 1, Hook Road to Longview Road Project, Commission Project No. STBG 3378(403), and authorizing the Mayor to execute the same.

 

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance approving an STP-Urban Program Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for the Pryor Road Widening Phase 1, Hook Road to Longview Road Project, Commission Project No. STBG 3378(403), and authorizing the Mayor to execute the same.

 

SECOND MOTION:  I move for adoption of an Ordinance approving an STP-Urban Program Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for the Pryor Road Widening Phase 1, Hook Road to Longview Road Project, Commission Project No. STBG 3378(403), and authorizing the Mayor to execute the same.

 

 

Background:

Improvements to Pryor Road were approved by voters as part of the 2017 Capital Improvement Plan Sales Tax Renewal.  Pryor Road will be improved by widening to a four-lane roadway with median, turn lanes, sidewalk, shared-use path, curb, and street lighting from Hook Road to Longview Road. 

 

The project will enhance safety, expand capacity, promote economic development in the area, and accommodate non-motorized transportation.  The City's Comprehensive Plan and associated Thoroughfare Master Plan (TFMP) include and support the project.  The multi-modal elements of the project are also supported in the City's Bicycle Transportation Plan and Greenway Master Plan.

 

The Mid-America Regional Council (MARC) announced a call for projects to compete for Missouri Surface Transportation Program federal funding in fiscal years 2023-2024.  The Pryor Road project was submitted as a candidate.  The project scored well because of the safety improvements, capacity improvements, and the addition of multi-modal elements.  As a result, the project was allocated $3,930,000 for construction work.  The STP funds have been programmed by MARC to the City for this project and programmed in the City's CIP accordingly.  The project is currently in design; as awarded to TranSystems Corp. by the City Council. 

 

This is a standard agreement for MoDOT to process the use of STP funds through the LPA process.  The City will be responsible for all elements of the project, including design, property acquisition, letting and construction.   

 

 

Impact/Analysis:

Entering into the Agreement allows the City to receive federal money for the Project that has already been assigned to the City for public transportation improvements.  Failure to do so would result in us forfeiting that money.
