Title

An Ordinance authorizing an Intergovernmental User Agency Agreement between the City of Lee’s Summit and the Southern Jackson County Fire Protection District for access to the Metropolitan Area Regional Radio System through the City's prime site link, and authorizing the Mayor to execute the same.

 

Body

The City of Lee's Summit radio system infrastructure is considered a "Prime Site" link to the Metropolitan Area Regional Radio System (MARRS) "Master Site" operated by the City of Kansas City, Missouri. Regional agencies require access to the Master Site to operate on MARRS with emergency radios. This can be accomplished by accessing a Prime Site. The MARRS Management Council recognizes the cost to operate a Prime Site and has authorized each Prime Site to establish per-radio user fees for access to MARRS to offset these costs. The City of Lee's Summit consulted with Tusa Consulting and evaluated regional user fee cost plans to develop a fee structure for this purpose.

 

The Southern Jackson County Fire Protection District (SJCFPD), a Missouri fire protection district organized under Chapter 321, RSMo., inquired about MARRS access through the City of Lee's Summit Prime Site.  SJCFPD signed an Intergovernmental User Agency Agreement to pay these fees to the City of Lee's Summit.

 

It is anticipated that SJCFPD will utilize approximately 17 radios on the system. The first year's fee is $15.18 per radio every month, resulting in an anticipated payment to the City of Lee's Summit of $3,096 for the first year of the agreement. This estimated payment could increase or decrease based upon actual radio counts. The fee escalates each year for five years, at which time the agreement will be restructured. The acceptance of SJCFPD into the MARRS system via the City of Lee's Summit Prime Site has been approved by the MARRS Management Council.

 

Proposed Committee Motion:  I move to recommend to City Council for approval of An Ordinance authorizing the Intergovernmental User Agency Agreement between the City of Lee’s Summit and the Southern Jackson County Fire Protection District for access to the Metropolitan Area Regional Radio System through the City's radio prime site, and authorizing the Mayor to execute the same.
