Title

An Ordinance ratifying an emergency purchase for water line construction with Wiedenmann Construction for $59,511.00 and authorizing the City Manager to execute the same.  (PWC 3/14/21)

 

Body

During the construction of the proposed Chase Bank Location at the corner of NE Langsford Road and Missouri Highway 291 it was determined that a water line thought to be in the 291 Highway right of way was actually in the proposed construction site.  This line is in direct conflict with proposed bank's foundations and is not located within an easement.   City staff met with representatives of Chase Bank and their construction team and determined that the City would carry the cost of the relocation of this line.  In an effort to expedite this work the Chase team agreed to design the relocation as they already had site information and that the City would reimburse them for that work.  We all agreed that once the design was complete it would be permitted and constructed with all due haste.  The Chase team quoted this work at $78,203.61 if they where to complete it.   City Staff felt that the work could be done at less expense so we approached our on call Wiedenmann Construction to quote the work.  The provided us a quote based on the current on call contract of 59,511.00 which staff is more comfortable with. 

 

In order to utilize the quote from Wiedenmann the Purchasing Policy requires City Council approval and as this is tied to a development this requires inclusion in a development agreement.  These processes were adding additional time to the project and causing Chase Bank to incur delay costs.  In an effort to get the Chase site back under construction Staff asked the City Administrator to approve an emergency purchase agreement for the Wiedenmann Contract and which they have approved and executed.

 

Proposed Council Motion:

FIRST MOTION:  I move for second reading of an  Ordinance ratifying an emergency purchase for water line construction with Wiedenmann Construction for $59,511.00 and authorizing the City Manager to execute the same.

 

SECOND MOTION:  I move for adoption of an  Ordinance ratifying an emergency purchase for water line construction with Wiedenmann Construction for $59,511.00 and authorizing the City Manager to execute the same.
