Body

Issue/Request:

An Ordinance approving Modification No. 2 to the agreement dated August 23, 2018 (RFQ No. 2018-064) between the City of Lee’s Summit, Missouri and HDR, Inc. for professional engineering services for Sanitary Sewer Modeling, Hydraulic Capacity and Design Services, for an increase of $15,330.00 with an amended not to exceed amount of $507,535.00, and authorizing the City Manager to enter into an agreement for the same.  The modification to the scope of services will cover the final design of a water main replacement along McClendon Drive.  The existing 6-inch water main replacement is identified as a future CIP project.  In order to minimize the impact of construction, the water main in the project limits of the sanitary sewer improvements defined under RFQ No. 2018-064, will be replaced with this project.

Key Issues:

  • The City and HDR, Inc. entered into an agreement dated August 23, 2018 (RFQ No. 2018-064) for professional engineer services for Sanitary Sewer Modeling, Hydraulic Capacity and Design Services to evaluate the trunk sewer from downtown to the Cedar Creek Interceptor.
  • The City and Engineer entered into Modification No. 1 to the Agreement on December 30, 2019 for final design services for improvements to the downtown interceptor, now called the McClendon Ditch Sewer Improvements.
  • The City and Engineer desire to further amend the provisions of the Base Agreement to include water main replacement along McClendon Drive.
  • The replacement of the existing 6” water main is identified as a future CIP project.  The inclusion of the replacement of the portion of the water main within the project limits of the McClendon Ditch Sewer Improvements minimizes construction impacts.

Proposed Committee Motion:

I move to recommend to City Council approval of an  Ordinance approving Modification No.

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an  Ordinance approving Modification No.

SECOND MOTION:  I move adoption of an  Ordinance approving Modification No.

Background:

The downtown interceptor was previously identified for upgrades that would reduce inflow and infiltration, improve system reliability, and increase capacity for densification of the downtown basin served by the interceptor.  Modification No. 1 to the Base Agreement was for final design services for the improvements to the downtown interceptor, the McClendon Ditch Sewer Improvements.  The existing 6” water main along McClendon Drive has been identified for replacement under a future CIP project.   Construction impacts from where the two projects converge can be minimized through the inclusion of the portion of the water main replacement that is impacted through the McClendon Ditch Sewer Improvements.

Impact/Analysis:

This agreement will allow HDR to develop plans and bidding documents for the replacement of the existing 6” water main along McClendon Ditch.  Though the replacement of the existing 6” water main is identified as a future CIP project, construction impacts can be minimized through the replacement of the water main where it converges with the McClendon Ditch Sewer Improvements project scope.  The timeline for the two projects has the McClendon Ditch Sewer Improvements occurring prior to the 6” water main replacement.
