Issue/Request:
An Ordinance Approving a Fixed Base Operator Agreement between the City of Lee’s Summit, Missouri and Bye UAS, Inc. DBA Silent Falcon to operate an Unmanned Aircraft System business from the Airport and authorizing the Mayor to execute the same.
Key Issues:
• The Airport has received a request from Silent Falcon to enter into an FBO Agreement for the rental of two offices as a base of operations for Unmanned Aircraft System (UAS) business performing pavement analysis at other Airport's in the region.
• Silent Falcon and the Airport have negotiated the terms and conditions of a Fixed Base Operator Agreement which provides for the operations as an FBO.
• City and Silent Falcon wish to enter into the Fixed Base Operator Agreement.
Proposed City Council Motion:
FIRST MOTION: I move for second reading of an Ordinance Approving a Fixed Base Operator Agreement between the City of Lee’s Summit, Missouri and Bye UAS, Inc. DBA Silent Falcon to operate an Unmanned Aircraft System business from the Airport and authorizing the Mayor to execute the same.
SECOND MOTION: I move for adoption of an Ordinance Approving a Fixed Base Operator Agreement between the City of Lee’s Summit, Missouri and Bye UAS, Inc. DBA Silent Falcon to operate an Unmanned Aircraft System business from the Airport and authorizing the Mayor to execute the same.
Background:
Silent Falcon is a business currently engaged in digitizing and analyzing data through the use of an Unmanned Aircraft System (UAS) for Airport pavement, wildlife monitoring, wildfire management, agricultural survey, mapping and event security. They currently have offices in Virginia and New Mexico. The location at Lee's Summit Municipal Airport would be their mid-western base of operations. They also have capabilities to perform search and rescue missions and environmental survey's. This type of technology is being used to support data collection for aviation consultants developing airport master plans and related documents.
Impact/Analysis:
Silent Falcon would be renting two offices at the Airport generating revenue of $6,000 annually. Silent Falcon would be using the Airport to calibrate and test their equipment and provide free analysis of airport pavement and any known wildlife, if located during flight testing of equipment.
