Title

An Ordinance approving a Fixed Base Operator Agreement between the City of Lee's Summit, Missouri and Midwest Avionics, LLC to rent space located in Hangar 1 to perform aircraft airframe/powerplant, avionics repair, maintenance, and inspection services at the Airport and authorizing the Mayor to execute the same.   (BOAC 3/7/22 and PWC 3/14/22)

Issue/Request:

An Ordinance approving a Fixed Base Operator Agreement between the City of Lee's Summit, Missouri and Midwest Avionics, LLC to rent space located in Hangar 1 to perform aircraft airframe/powerplant, avionics repair, maintenance, and inspection services at the Airport and authorizing the Mayor to execute the same.

 

Key Issues:

                     The Owner of Midwest Avionics, LLC currently performs avionics maintenance and repair for MJ Aviation, located in Hangar 1 space.

                     Midwest Avionics, LLC desires to start an independent operation, also within Hangar 1 space.

                     Midwest Avionics, LLC and the Airport have negotiated the terms and conditions of a Fixed Base Operator Agreement which provides for the operations as an FBO.

                     City and Midwest Avionics, LLC wish to enter into the Fixed Base Operator Agreement

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance approving a Fixed Base Operator Agreement between the City of Lee's Summit, Missouri and Midwest Avionics, LLC to rent space located in Hangar 1 to perform aircraft airframe/powerplant, avionics repair, maintenance, and inspection services at the Airport and authorizing the Mayor to execute the same.

 

SECOND MOTION: I move for adoption of an Ordinance approving a Fixed Base Operator Agreement between the City of Lee's Summit, Missouri and Midwest Avionics, LLC to rent space located in Hangar 1 to perform aircraft airframe/powerplant, avionics repair, maintenance, and inspection services at the Airport and authorizing the Mayor to execute the same.

 

 

Background:

Midwest Avionics, LLC has been performing avionics maintenance and repair work for MJ Aviation (located in Hangar 1) since 2018.  Midwest Avionics wishes to start their own avionics shop.  Having been working in the same space as MJ Aviation, Midwest Avionics will be renting dedicated floor space and an office to conduct their operations.

 

Impact/Analysis:

The addition of an FBO performing avionics repair, maintenance and inspection will bring in new customers from around the region for service that would have otherwise used another shop located at a different airport. This agreement will result in new revenue from fuel sales and other airport services. Midwest Avionics will be renting 2950 SF and an office located in Hangar 1. Space rental will generate $27,720 in rent annually.

Recommendation

Staff recommends approval of an Ordinance approving a Fixed Base Operator Agreement between the City of Lee's Summit, Missouri and Midwest Avionics, LLC to rent space located in Hangar 1 to perform aircraft airframe/powerplant, avionics repair, maintenance, and inspection services at the Airport and authorizing the Mayor to execute the same.
