An Ordinance approving the dual award of Bid No. 2022-024 to purchase water operations parts and materials on an as-needed basis for a one-year term with up to four, one-year renewals to Core & Main, LP and Blue Springs Winwater, Inc. and authorizing the City Manager to execute the same for the City. Issue/Request:

Lee’s Summit Water Utilities requests City Council approval to enter into a material purchasing agreement with Blue Springs Winwater, Inc. and Core and Main, LP for Water Operations Material.

 

Key Issues:

-The Water Utilities Department maintains and operates over 640 miles of water main, 503 miles of sewer main, 5,500 fire hydrants, 14,000 valves and 12,475 manholes.

-Currently, the Water Utilities Department maintains an inventory of 648 specific items totaling 16,863 individual parts. 

-These parts are utilized for infrastructure repairs, new service installations, and infrastructure replacement projects.

-The Water Utilities Department’s current materials contract with Blue Springs Winwater, Inc. expires on March 16, 2022.

-The new contracts (Dual Award) will allow for the department to ensure that we are purchasing items at the lowest available cost.

-Multiple contracts allows for sourcing materials from multiple manufacturers during this turbulent time in which single manufacturers have difficulties meeting demand.

-After a review of the bids, the project team recommends the dual award of Bid no. 20022-024 to Blue Springs Winwater, Inc. and Core and Main, LP for water and sewer materials/parts.

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance approving the dual award of Bid No. 2022-024 to purchase water operations parts and materials on an as-needed basis for a one-year term with up to four, one-year renewals to Core & Main, LP and Blue Springs Winwater, Inc. and authorizing the City Manager to execute the same for the City.

SECOND MOTION:  I move for adoption of an Ordinance approving the dual award of Bid No. 2022-024 to purchase water operations parts and materials on an as-needed basis for a one-year term with up to four, one-year renewals to Core & Main, LP and Blue Springs Winwater, Inc. and authorizing the City Manager to execute the same for the City.

Background:

The Lee’s Summit Water Utilities Department routinely purchases parts and materials to keep in stock in order to perform new customer water taps and other maintenance and repairs to water and sewer infrastructure. These contracts ensure that we receive competitive pricing, while also allowing us multiple vendors to source materials that are difficult to procure due to current manufacturing issues.

 

Impact/Analysis:

The Lee’s Summit Water Utilities Department operating budget for water and sewer materials is $273,103. Bid no. 2022-024 was advertised through the City’s e-procurement system, Public Purchase, resulting in thirty-six (36) vendors accessing the bid, and two (2) vendors were notified directly through email. We received two (2) vendor responses.

Recommendation

Staff recommends approving the dual award of Bid no. 2021-024 to Blue Springs Winwater and Core and Main, LP for Water Operations Material and authorizing the city manager to execute the same for the City.

Committee Recommendation

A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2189 be recommended for approval to the City Council. The motion carried by a unanimous 3-0 vote (Councilmember Edson "Absent").
