Issue/Request:

An Ordinance approving Change Order No. 2 to the agreement with Wiedenmann, Inc. for the Water Main Replacement FY21 Project, Project No. 438-1, for an increase of $304,356.32 for a revised agreement amount of $3,854,797.63, and authorizing the City Manager to execute the same.

 

Key Issues:

                     Multiple water meters needed to be reset resulting in a significant overrun of meter relocations and ¾ inch service lines.

•    Several fire hydrant replacements were inadvertently left off of the bid quantities.

•    During the pipe bursting process a significant number of driveways and sidewalk were broken, at no fault of the contractor, and needed to be replaced.

•    A section of water main, scheduled to be replaced by pipe bursting, had to be replaced by open cut methods.

•    Several remaining contract quantities are being adjusted to match the actual quantities constructed.

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving Change Order No. 2 to the agreement with Wiedenmann, Inc. for the Water Main Replacement FY21 Project, Project No. 438-1, for an increase of $304,356.32 for a revised agreement amount of $3,854,797.63, and authorizing the City Manager to execute the same.

 

Background:

 

Change Order No. 2 will address several quantity adjustments identified during construction.  The most significant of these adjustments include the relocation of several water meters in an apartment complex.  This was required to separate several double set meters to individual meters in accordance with current standards.  These changes also led to an unplanned significant amount of copper service lines relocations.  Additionally, 45 fire hydrants had been identified in the plans to be replaced (and were replaced by the contractor), while the contract quantities only included 35 fire hydrants.  During the pipe bursting process, several driveways and sidewalks were broken as the burst head passed underneath.  This is typically associated with very hard ground, or shallow water mains and is not attributed to the contractor’s workmanship. While a small a small amount of damage is expected, it was higher than typical on this project.  Finally, a section of water main scheduled to be pipe burst had to be replaced by open cut methods as a result of previous repairs to the water main.  This open cut main replacement led to a significant amount of pavement removal and replacement that was not anticipated.
