Body

Issue/Request:

An Ordinance awarding the bid for Project No. 43331883-C for the Water Tower Re-Coatings: Scherer and Woods Chapel Project to Worldwide Industries Corp. in the amount of $888,382.00 and authorizing the City Manager to execute an agreement for the same.

Key Issues:

The City maintains four water towers, one stand pipe, and four ground storage reservoirs to provide potable water services to the customers of Lee’s Summit Water Utilities.

These towers and tanks are protected from internal and external corrosion with epoxy coating systems.

Recent inspections of the elevated water tanks at Woods Chapel Road and Scherer Drive need re-coating (hereinafter "Project No. 43331883-C").

Project No. 43331883-C is funded from the Water ERP Fund.

Water Utilities issued an advertisement for bids for the construction of Project No. 43331883-C on December 14, 2021, in accordance with local policies and state statutes.

Worldwide Industries Corp. (hereinafter "Contractor") was determined to be the lowest and best bidder by City staff.

The City desires to enter into an agreement with the Contractor to perform the services for Project No. 43331883-C.

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance awarding the bid for Project No. 43331883-C for the Water Tower Re-Coatings: Scherer and Woods Chapel Project to Worldwide Industries Corp. in the amount of $888,382.00 and authorizing the City Manager to execute an agreement for the same.

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance awarding the bid for Project No. 43331883-C for the Water Tower Re-Coatings: Scherer and Woods Chapel Project to Worldwide Industries Corp. in the amount of $888,382.00 and authorizing the City Manager to execute an agreement for the same.

SECOND MOTION:  I move for adoption of an Ordinance awarding the bid for Project No. 43331883-C for the Water Tower Re-Coatings: Scherer and Woods Chapel Project to Worldwide Industries Corp. in the amount of $888,382.00 and authorizing the City Manager to execute an agreement for the same.

Background:

The Scherer Road Water Tower was constructed in 2001 and has its original coating still intact.  This tank will be painted both interior and exterior after having the surfaces blasted and prepared.  While this is being done the tank will be out of service.

The Woods Chapel Road Water tower was constructed in 1998 and has its original coating still intact.  This tank will receive exterior recoating only and the tank will be re-inspected while it is out of service to ensure that interior coating system is still in good condition.

Impact/Analysis:

Water Utilities advertised for bids for Project No. 43331883-C on December 14, 2021.  Potential bidders were notified through QuestCDN and on the City website.  Five (5) responsive bids were received by the January 18, 2022, bid opening date.  City staff reviewed the bids and Worldwide Industries Corp. was determined to be the lowest and best responsive bidder.
