Issue/Request:

An Ordinance approving an Intergovernmental agreement between the City of Lee’s Summit, Missouri, and the Federal Aviation Administration for the release and sale of Airport property at the Lee’s Summit Municipal Airport and authorizing the Mayor to execute the same.

 

Key Issues:

                     Airport property is required in association with the NE Colbern Road project for the construction of an ADA accessible curb ramp.

                     Airport property was used during the construction of the NW Lee’s Summit Road project.

                     A Release and Sale of Airport Property Agreement is required from the Federal Aviation Administration to release the Airport property.

                     Due to the negligible impact to the Airport, there is no cost associated with the release of these properties.

                     The Airport Layout Plan and Airport Exhibit A Property Map will be updated as required during the Phase 2 Airport Master Plan Update project currently underway.

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving an Intergovernmental agreement between the City of Lee’s Summit, Missouri, and the Federal Aviation Administration for the release and sale of Airport property at the Lee’s Summit Municipal Airport and authorizing the Mayor to execute the same.

 

Background:

During the design of the NE Colbern Rd project, NE Douglas St to NW Blue Pkwy, it was determined that a small amount of permanent right-of-way is needed for the construction of an ADA ramp on the NE corner of Douglas and Colbern.  Because this is Airport property, a Release and Sale of Airport Property Agreement is required between the City of Lee’s Summit and the Federal Aviation Administration.  Additionally, while researching the Airport property boundaries, it was discovered that a release agreement was never issued for Airport property needed for the reconstruction of NW Lee’s Summit Road from NE Colbern Rd to NW Gregory Blvd.  This property was necessary for the widening of Lee’s Summit Road, as well as for the construction of sidewalks.  This proposed Release and Sale of Airport Property includes all property necessary for both of these projects.

Two key components of this agreement are to update both the Airport Layout Plan and the Exhibit A Property Map.  Updating these documents is part of the ongoing Airport Master Plan Update, Phase 2, and are included in the original scope of work.

There is no project cost associated with the release of this property.
