Body
Issue/Request:
The Water Utilities Department needs an updated agreement for maintenance and support of its core operating software, CIS Infinity. N. Harris Computer Corporation (formerly Advance Utility Systems) (“N. Harris”) own the CIS Infinity software, and has provided a complete revised five-year agreement with the city. It is the only firm that can provide maintenance for the software.

Key Issues:
· The original agreement was entered into in October 2010, with a subsequent revision in April 2017 (Bill 17-103)
· The most recent agreement ended December 31st 2021. Water is still receiving support through the negotiation process.
· The new agreement will maintain in effect for five years, subject to appropriation. Ending on December 31st, 2026.
· The negotiated rate of increase over the term of the agreement is 2% per year, a competitive rate.
· The new agreement outlines service level priorities, and associated time frames, process outlines, as well as escalation procedures.

Proposed Committee Motion:
I move to recommend to City Council for approval an Ordinance approving a software support agreement for the CIS Infinity software between the City of Lee's Summit and N. Harris Computer Corporation in the amount of $246,080.12, and authorizing the City Manager to execute the same by and on behalf of the City.


Background:
The initial agreement with of the CIS Infinity software was in 2010. The software has been patched though the years, and is currently undergoing a significant upgrade previously approved by the City Council.
