Title

An Ordinance approving Amendment No. 5 to the budget for the fiscal year ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187 by amending pay rates for Police and Fire, General Fund; amending the authorized Full Time Equivalent positions in the Finance Department and Police Department for the City of Lee's Summit, Missouri; and establishing a new Pay and Classification Plan.

 

 

 

Body

An Ordinance amending the City's General Fund budget and Pay and Classification Plan to adopt pay rates authorized by new labor agreements for Police and Fire, and to adopt a new position classification within the Finance Department for Senior Accountant.

 

Labor agreements were approved by City Council on January 11, 2022, by Ordinance 9321 for Fraternal Order of Police and Ordinance 9322 for the International Association of Firefighters.  New pay rates have been incorporated into the Pay and Classification Plan being amended herein and are expected to be effective February 5.

 

The Jackson County Drug Task Force has recently received additional funding and offer to add an additional Lee's Summit PD Sergeant and two detectives to the task force. The Lee's Summit officers are assigned to the JCDTF serve the Lee's Summit area and remain under the direction of the Lee's Summit Chief of Police. These would be new, additional FTEs though they may be filled by current employees.

 

Additionally, the Finance Department wishes to create a career ladder option within the accounting staff by creating the new title of Senior Accountant.  This change will NOT add any new positions or increase funding needs in Finance.  It is intended to recognize the variances in skills and training necessary for increasing legal requirements and accounting regulations.  Currently, there are 3 staff members with the title of Accountant.  This amendment would provide for 2 Senior Accountants and leave one position as Accountant.  The recent loss of one of our long tenured Accountants means that no increase in funding would be necessary. These positions are career ladder positions and it is anticipated that operationally the department may move an employee from Accountant to Senior Accountant when employee meets qualifications if move does not exceed departments authorized expenditures or FTE total.

 

This amendment would create an increase of $298,883.00 within the Police Department and $149,627.23 within the Fire Department for a total increase of $448,510.23 within the General Fund.

 

Proposed Committee Motion:

I move to recommend to City Council for approval an Ordinance approving Amendment No. 5 to the budget for the fiscal year ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187 by amending pay rates for Police and Fire, General Fund; amending the authorized Full Time Equivalent positions in the Finance Department and Police Department for the City of Lee's Summit, Missouri; and establishing a new Pay and Classification Plan.

 

Proposed City Council Motion:

I move for second reading of an Ordinance approving Amendment No. 5 to the budget for the fiscal year ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187 by amending pay rates for Police and Fire, General Fund; amending the authorized Full Time Equivalent positions in the Finance Department and Police Department for the City of Lee's Summit, Missouri; and establishing a new Pay and Classification Plan.

 

I move for adoption of an Ordinance approving Amendment No. 5 to the budget for the fiscal year ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187 by amending pay rates for Police and Fire, General Fund; amending the authorized Full Time Equivalent positions in the Finance Department and Police Department for the City of Lee's Summit, Missouri; and establishing a new Pay and Classification Plan.
