Pro-Active Code Enforcement Presentation and Resolution

Background:

The Ignite Strategic Planning Process conducted in 2019 and 2020 defined a strategic initiative for strong neighborhoods and housing choices. The interests and concerns established through the process resulted in this proposal to modify multiple aspects of the Neighborhood Services Program to better serve the community.  The Ignite Strategic Plan can be found here. https://cityofls.net/ignite-your-ideas-our-future/housing-choice

 

The City currently operates under a primarily reactive model of code enforcement for the property maintenance code and zoning.  The property maintenance code covers the interior and exterior of the property through adopted minimum standards to ensure that properties are not degrading or need unsafe conditions to be removed.  In addition, the zoning ordinances are enforced for various situations where an object or structure is placed that is not permitted.

 

The Strong Communities and Housing Choices group as part of the strategic planning process established four objectives for success.  One of those objectives was to develop an approach to selective, proactive code enforcement.  This proposal contains the information that was gathered from our City and information gathered from research of peer cities with successful programs.  From this research additional processes are proposed to achieve the goals of this objective by utilizing the strategies defined through the strategic plan.

 

This proposed plan has four primary goals to successfully implement the strategic plan:

                     1) Enhance safety and environment

                     2) Equalize/normalize enforcement geographically

                     3) Organize community resources to assist citizens 

                     4) Capture unreported violations

 

Staff presented the implementation plan for Pro-active Code Enforcement to the CEDC at the November 10, 2021 meeting.  Staff presented the draft resolution and policy at the January 12, 2022 CEDC meeting.

 

This packet contains a proposed resolution and policy describing the program and its goals.

 

Committee Recommendation

Committee Recommendation:   The CEDC unanimously voted to recommend approval of the resolution to the City Council.

 

Proposed Motion:

I move to adopt the resolution to implement the proactive code enforcement policy.
