An Ordinance submitting to the electors of the City of Lee's Summit, Missouri at the General Municipal Election on April 5, 2022, the question of whether the City of Lee's Summit shall impose a General Sales Tax of One-Half Percent (1/2%) for public safety purposes.

Issue/Request:
The City of Lee’s Summit (“City”) currently imposes a general sales tax at the rate of 1%; and, Section 94.510 of the Revised Statutes of Missouri authorizes the City to collect up to an additional 1% sales tax for general municipal purposes; and, the City Council finds that it is in the public interest to submit a ballot question to the voters of the City of Lee’s Summit, Missouri at the general Municipal Election on April 5, 2022 the question of whether to impose a General Sales Tax of one-half percent (1/2%) pursuant to Section 94.510 of the Revised Statutes of Missouri for public safety purposes.

If this question is approved by the voters it is anticipated that it will generate approximately $10 million to be used for public safety purposes. The ordinance defines public safety purposes to include but not be limited to expenditures for equipment, vehicles, software, employee salaries and benefits, training, behavioral health and facilities as each may relate to emergency dispatch, police, fire or emergency medical providers. Additionally, if approved this sales tax would be collected beginning on October1, 2022.

At the December 21, 2021 Council meeting, staff provided a presentation regarding the 1/2 cent public safety sales tax proposal and the Mayor and Council directed staff to prepare an ordinance for consideration.
