Issue/Request:
The Lee’s Summit Water Utilities Department wishes to use a Cooperative Contract between Ace Pipe Cleaning Inc and the City of Joplin, LS Contract 2021-097, to provide inspection services through Closed Circuit Television (CCTV) of two large diameter reinforced concrete pipe (RCP) interceptors.
Key Issues:
-The Water Utilities Department uses CCTV inspection as part of its yearly system condition assessment and renewal program.
-The lines to be inspected are of a size and location that cannot be inspected utilizing the City’s equipment.
-City staff reviewed this contract and several others before selecting this cooperative agreement for use.
-The coordinating agency, City of Joplin, competitively bid this contract as per the rules and regulation of the State of Missouri; Ace Pipe Cleaning was awarded the contract.
-Section 6.1 of the Procurement policy allows the City to use Cooperative purchasing agreements
-Ace Pipe Cleaning has done this work in the past with the City of Lee’s Summit using this cooperative agreement and others like it. The cooperative agreement is LS Contract 2021-097.

I move to recommend to City Council approval of an Ordinance approving the use of the Cooperative Purchasing Agreement (2021-097) between the City of Lee's Summit, Missouri and Ace Pipe Cleaning, Inc. for CCTV inspection of RCP pipe in the Little Cedar Creek and West Prairie Lee Watersheds in the amount of $130,957.25 and authorizing the City Manager to execute the same.
