Issue/Request:
An amendment to an engineering contract for the removal of an underground fuel storage tank.
Key Issues:
The underground diesel storage tank at 620 NE Douglas Road has been removed and new above ground tank has been installed.
The product lines have not yet been abandoned.
The project was delayed by a number of items including an initial high bid which resulted in the bid being rejected and the project then being sub-contracted and managed by staff, which resulted in significant savings.
The project was delayed in part due to the pandemic while the site was being used by the Fire Department for CoVID testing.
The project was delayed in part while the Police Dept occupied the facility during the remodel of Police headquarters.
The cost of the underground tank disposal increased from the time of the original contract.
Further review of the site remediation plan determined that collecting the necessary soil samples by use of a probe would be less expensive than excavating the entire length of the product lines to collect the soil samples.
The cost increase in this contract is to cover the costs incurred due to delay and the change in the sampling and abandonment technique.
The overall project cost will be lowered by sampling in this fashion because it will eliminate the need to repave the area that would have been disturbed by excavation.
