Issue/Request:
An Ordinance Amending Chapter 4, Alcoholic Beverages, Article II. Administration and Enforcement Section 4-52 and Article III. Licenses, Division 1 of the Code of Ordinances of the City of Lee’s Summit, Missouri to Revise The Provisions Relating to the Administration of Liquor Licenses by the City.

Key Issues:
City Staff reviewed the Alcoholic Beverage, Administration and Enforcement Ordinance for more efficient processing of these licenses.

Proposed changes to this ordinance will:

· Allow for administrative processing of applications, renewals, suspensions and revocations with a City Council appeal process available
· Provide more efficient processing of applications
· Comply with State Statutes


Proposed Committee Motion:
I move to recommend to City Council approval of an Ordinance Amending Chapter 4, Alcoholic Beverages, Article II. Administration and Enforcement Section 4-52 and Article III. Licenses, Division 1 of the Code of Ordinances of the City of Lee’s Summit, Missouri to Revise The Provisions Relating to the Administration of Liquor Licenses by the City.

Background:
The Alcoholic Beverage, Administration and Enforcement Ordinance provides procedures for the licensing and enforcement of liquor ordinances. The provisions of the ordinance mirror state regulations in most aspects to allow procedures focused upon safety and commerce. Requests for new licenses, renewals, changes in licenses, changes in managing officers and more are approved by Council per the ordinance, frequently are administrative processes and are usually approved by Council on the Consent Agenda.
