Issue/Request:

 

An Ordinance approving the award of Bid No. 2022-004 to JBT Lektro Inc. for the purchase of one (1) new 2021 Lektro AP8750CX-AL Aircraft Tug for the Lee’s Summit Municipal Airport in the amount of $95,240.00, and authorizing the City Manager to enter into an agreement in the form of a purchase order for the same.

 

Key Issues:

 

                     The Airport’s Aircraft tug was due for replacement in FY22 as part of the Vehicle and Equipment Replacement Program, VERP.

                     This equipment will be funded out of the VERP.

                     The Aircraft tug will be upgraded to enable Airport staff to store larger Aircraft in Hangar 1, which the current tug cannot handle, as well as move larger business jet aircraft up to 85,000 lbs.

                     As a result of the upgrade, the Airport budgeted an increased payment to the VERP in FY22 with revenues from fuel sales, hangar rental, ground leases, and fees for the use of airport equipment.

                     A bid was issued for the purchase of the tug and four bids were received.

                     Only one of the four bids received met the minimum requirements.

I move to recommend to the City Council approval of an Ordinance approving the award of Bid No. 2022-004 to JBT Lektro Inc. for the purchase of one (1) new 2021 Lektro AP8750CX-AL Aircraft Tug for the Lee’s Summit Municipal Airport in the amount of $95,240.00, and authorizing the City Manager to enter into an agreement in the form of a purchase order for the same.

FIRST MOTION: I move for a second reading of an Ordinance approving the award of Bid No. 2022-004 to JBT Lektro Inc. for the purchase of one (1) new 2021 Lektro AP8750CX-AL Aircraft Tug for the Lee’s Summit Municipal Airport in the amount of $95,240.00, and authorizing the City Manager to enter into an agreement in the form of a purchase order for the same.

 

SECOND MOTION: I move for adoption of an Ordinance approving the award of Bid No. 2022-004 to JBT Lektro Inc. for the purchase of one (1) new 2021 Lektro AP8750CX-AL Aircraft Tug for the Lee’s Summit Municipal Airport in the amount of $95,240.00, and authorizing the City Manager to enter into an agreement in the form of a purchase order for the same.

 

 

Background:

 

The Procurement and Contract Services Division issued Bid Number 2022-04 on Aug. 6, 2021, to purchase one (1) Aircraft tug capable of moving a maximum of 85,000 lbs. which could lift the nose wheel of a Challenger Aircraft a minimum of 16 inches off the ground. The bid was advertised on the City’s E-Procurement System, Public Purchase, and also on the City of Lee’s Summit Website. The City received four bids. After a review of the bids, only one company submitted a bid that met minimum requirements that included a lifting height of 16 inches, to allow the tail of larger aircraft to clear the door opening of Hangar 1.

 

The specifications for the bid were based on the size and increase in number of business jets Aircraft using the Lee's Summit Airport since the runway improvements were completed in 2017. A properly sized Aircraft tug is a critical component to safely reposition modern jet Aircraft. Airport staff reposition Aircraft for the following reasons:

 

                     Moving Aircraft to long-term parking areas

                     Repositioning Aircraft into the wind for engine starting

                     Moving Aircraft into a hangar for storage or due to inclement weather

                     Removing disabled Aircraft from a Runway or Taxiway

 

Since 2004, the Airport has operated a tug capable of repositioning Aircraft up to 45,000 lbs. Today, the Airport is seeing Aircraft over 60,000 lbs. using the Airport on a more frequent basis. The Airport budgeted additional funds into the Airport VERP in FY22 to account for the upgraded tug capable of repositioning Aircraft up to 85,000 lbs. This purchase will be funded through the Airport VERP in the Fleet Fund 610.  Upon award of the purchase by the City Council, a contract in the form of a purchase order will be placed with JBT Lektro Inc. for this purchase.

 

 

Impact/Analysis:

 

The purchase of this equipment will be $95,240 thru the Airport VERP in the Fleet Fund 610.  The purchase was budgeted in FY22.
