Title

An Ordinance approving Amendment No. 4 to the Budget for the Fiscal Year ending June 30, 2022, as adopted by OrdinanceNno. 9184 and Ordinance No.9187, by amending the authorized expenditures in the General Fund and the Stormwater Fund. (F&BC 11/1/21)

Issue/Request:

The Council approved funding for a Stormwater Study in FY21. The solicitation for a vendor began in FY21, but was completed in FY22 and the contract was recently approved.  Because no funds were expended in FY21, that project funds need to be reallocated.

 

This amendment reauthorizes those monies, but also moves them from the general fund to a special fund to allow for easy tracking as the study will occur over multiple budget years and the cost may be recoverable in future.

 

Proposed Council Motion:

FIRST MOTION: I move for second reading of an Ordinance approving Amendment No. 4 to the Budget for the Fiscal Year ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No.9187, by amending the authorized expenditures in the General Fund and the Stormwater Fund.

 

SECOND MOTION: I move for adoption of an Ordinance approving Amendment No. 4 to the Budget for the Fiscal Year ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No.9187, by amending the authorized expenditures in the General Fund and the Stormwater Fund.

 

 

Impact/Analysis:

Rebudgets the $500,000 that returned to fund balance after end of FY21 to General Fund to be transferred to newly created for Stormwater Fund for ease of tracking and future budgeting over multi-year study.

Staff recommends approval.

 

Committee Recommendation

A motion was made by Councilmember Shields, seconded by Councilmember Edson, that TMP-2089 was recommended for approval to the City Council. The motion carried by a unanimous vote (Mayor Pro-Temp Lopez "Absent").
