Issue/Request:

Staff seeks approval of a new four year Enterprise Agreement with ESRI, to the maintenance of our Geographic Information Systems Software.

 

Key Issues:

-The City has maintained an Enterprise Agreement (EA) with Environmental Systems Research Institute, Inc. (“ESRI”) for the licensing and maintenance and Geographic Information Systems (GIS) software for the last three years.

 

-The proposed EA with ESRI provides the City with an additional four years of fixed pricing.

 

-The EA will allow the City to continue the expantion of the City’s GIS mapping and analysis without additional licensing costs.

 

-The additional licensing will allow for the creation of testing environments for internal applications, and place public facing mapping applications in a secure network locations.

 

-This is a sole source agreement because ESRI is the only provider of maintenance and licenses for their products under an EA, they do not use resellers.

 

-The annual cost of an EA Is still in the 50,001 - 100,000 population bracket. It is increasing from $50,000 annually to $55,000.  This is significantly lower than the increase envisioned for the move past 100,000 in population. 

 

-We are adding an additional software to the EA, GeoEvent Server.  These tools allow for instant map-based location identification of geo-enabled vehicles, including Police and Fire vehicles. 

 

-The total annual cost is $60,500.  $242,000 for the aggregate term of the agreement.

 

 

Proposed Committee Motion:

I move to recommend to City Council for approval an Ordinance approving an Enterprise Agreement with Environmental Systems Research Institute, Inc. for unlimited licensing and software maintenance services, and authorizing the City Manager to execute the same on behalf of the City.

 

 

Background:

The City’s Geographic Information Systems (GIS) software maintenance is currently under a soon to expire three-year EA, at $50,000 per year.

 

The City would like to enter into a new EA with ESRI for two reasons. First, the City has rapidly increased its use of Geographic Information Systems (GIS) tools as a core component of city staff completing their work.  Second, not having an EA does not remove the need for maintenance, but rather fixes the costs for four years.

 

Fire, Development, Planning, Water, Public Works, and Police continue to increased their use of GIS tools, and ITS has been able to setup the proper testing environments to assure that production environments are not negatively impacted by software updates and data development by using the expanded licensing of the EA. 

 

By maintaining an EA, as opposed to standard maintenance, the City has more flexibility, and will be able to conduct proper testing.  It will also allow for proper deployment of updates and improvements to the mapping software and data.

 

Impact/Analysis:

The approval of the EA will allow continued growth in the use of the extensive GIS database, and allow for a secure and tested environment for our users.   Annual funding will be from budgeted funds.
