Overview and update of the Ignite Strategic Plan and Ignite Comprehensive Plan
Key Issues:
This is a presentation highlighting major components of the Ignite Strategic Plan and Ignite Comprehensive Plan. The presentation will also discuss the purpose of each plan, how they are aligned with each other, and progress that has been made on areas of the Strategic Plan that relate to the Comprehensive Plan. An overview of the Ignite Comprehensive Plan website (www.igniteourfuture.net) will also be provided.
Background:
The Ignite Strategic Planning process began in February of 2019. Community feedback was gathered through a series of public meetings and online discussion forums. The City Council utilized the information gained through the community feedback to draft a new vision and mission statement for the organization. Seven Critical Success Factors were identified in order to achieve the City's vision. Resolution No. 19-12: A resolution adopting the City of Lee's Summit Community Strategic Plan (Ignite) Framework, was adopted on August 20, 2019.
The Implementation Phase for the Ignite Strategic Plan began with a kick-off of Celebration on November 25, 2019. The Implementation Phase focused on gaining further insight from Community Partners, Citizens, the City Council, and City Staff. These groups began to be referred as C4 - teams. A C4 team associated with each Critical Success Factor held a series of meetings to further define action items and next steps. On September 8, 2020 Resolution No. 20-20: A resolution adopting the City of Lee's Summit Community Ignite Strategic Plan Implementation Plan was adopted.
The Ignite Comprehensive Planning process began in January of 2020 and consisted of four main phases; Developing the story of Lee's Summit, Creating Consensus, Crafting the Plan, and Adopting the Plan. The Comprehensive Plan utilized the Strategic Plan as the base visioning document and further defines various actions necessary to achieve the City's vision. An extensive public engagement effort occurred throughout the development of the plan. Multiple public meetings were held with the City Council and Planning Commission, a pulse panel was developed, topical focus groups were convened, kiosks were located throughout the community, surveys were administered, presentations were given to various boards, commissions, and community partners, and multiple community workshops were held. The public engagement was utilized in conjunction with market analysis, planning principles, and projections to develop the overall plan. On April 27, 2021 the final joint City Council and Planning Commission workshop was held to review the main themes of the plan, discuss implementation measures, and reach consensus and support before the final plan presentation and adoption by the Planning Commission. On May 20, 2021 Resolution No. 2021-01: A resolution of the Planning Commission of the City of Lee's Summit, Missouri, adopting the Lee's Summit Ignite Comprehensive Plan was adopted by the Planning Commission.
