Issue/Request:
An Ordinance approving Modification No. 1 to an agreement for on-call professional planning & engineering services for Phase 2 Master Plan Update for the airport (RFQ No. 2020-067), between the City of Lee’s Summit, Missouri, and Crawford, Murphy and Tilly, Inc. for an amended not to exceed amount of $400,000.00, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The City and Engineer entered into an On-Call Agreement dated August 26, 2020 (RFQ No. 2020-067) for professional planning & engineering services for the Airport (hereinafter “Base Agreement”).
• The City and Engineer desire to amend the provisions of the Base Agreement, as modified as provided herein.
• The amended engineering services contained in this Modification No. 1, were services originally contemplated by the City and the Engineer when entering into the Base Agreement, and which were included in the request for qualifications review that was conducted by the City when awarding the contract for the Base Agreement.
• The Engineer has submitted a proposal for the amended engineering services and an estimate of engineering costs to perform said services.
• The estimated cost was verified using an Independent Fee Estimate.
• Funding for this project is provided through Federal and State Grants and a local match.
• The City Manager is authorized and empowered by City to execute contracts providing for engineering services.

I move to recommend to City Council approval of an Ordinance approving Modification No. 1 to an agreement for on-call professional planning & engineering services for Phase 2 Master Plan Update for the airport (RFQ No. 2020-067), between the City of Lee’s Summit, Missouri, and Crawford, Murphy and Tilly, Inc. for an amended not to exceed amount of $400,000.00, and authorizing the City Manager to execute an agreement for the same.
Background:
Due to the timing of State and Federal funding, the Airport Master Plan Update was phased into two separate projects. The recently adopted Phase 1 of the Master Plan Update focused on six primary categories; Inventory; Demand Projections; Facility Requirements; Alternatives; Land Use and CIP Implementation Plan. The Phase 2 Master Plan Update will focus on the FAA deliverables, which are identified in the attached Phase 2 Master Plan Update scope of services.
The initial grant funding for this project is $381,879 ($199,093 at 90% and $182,786 at 100%) plus local funding of $22,121 for a total funding of $404,000. The proposed CMT modification totals $400,000.
