Body

Issue/Request:

An Ordinance approving Amendment No. 1 to the Budget for the Fiscal Year ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187, by revising the authorized expenditures in the Police Department for the City of Lee’s Summit, Missouri.

Key Issues:

Negotiations with the Communications Workers of America (“CWA”) collective bargaining group and the City of Lee's Summit for the position of Communication Specialist in the Police Department have concluded at this time without a work agreement.

The City remains committed to implementing merit and compression adjustments for the position of Communication Specialist.

After a comprehensive review, Human Resources also recommends compression adjustments for other positions in the same job family or pay bands as the Communication Specialist position.

Approval of this budget amendment will increase the Police Department’s FY22 budget by $65,945.

Background:

Negotiations with CWA for the position of Communication Specialist in the Police Department were still active during the FY22 budget process. The FY22 budget included some funding for these merit and compression adjustments, while other costs were unknown at that time. The Human Resources Department has since completed a comprehensive review of the Communication Specialist position and other positions in the same job family or pay bands. As a result of such review, the Human Resources Department has recommended additional compression adjustments for positions impacted by the merit and compression adjustments for the Communication Specialist position.

The remaining costs for these adjustments which had not been included in the FY22 budget are the basis for this budget amendment. Upon approval, the merit and compression adjustments for the Communication Specialist position, as well as compression adjustments for other impacted positions, will be implemented. The total increase to the Police Department’s budget is $65,945.
