Issue/Request:
This Ordinance is presented as an annual housekeeping measure addressing required procedures to disclose potential conflicts of interest. The content of this ordinance is identical to previous ordinances addressing the same subject matter, which have been passed annually since 1991. By State Statute, all cities must pass such an ordinance biannually in order to maintain valid local option standards, but the prevailing practice across the state is to adopt these ordinances annually to avoid the risk of oversight.
The deadline for submittal of a certified copy to the State is September 15, 2021. This ordinance requires all elected officials and specified City employees to file a disclosure form with the Missouri Ethics Commission by May 1st of each year for the preceding calendar year. A certified copy of the adopted ordinance will be forwarded to the Ethics Commission upon approval and execution

I move for adoption of an Ordinance renewing the City of Lee’s Summit’s procedure for disclosure of potential conflicts of interest and substantial interests for certain municipal officials, pursuant to Sec. 2-75 of the Code of Ordinances for the City of Lee’s Summit, Missouri.
