Title

An Ordinance ratifying an emergency purchase services agreement between Insituform Technologies USA, LLC and the City of Lee's Summit, Missouri to reconstruct the Scruggs Road Interceptor and authorizing the City Manager to execute the same for the City.

Issue/Request:

* The Water Utilities Department has observed a substantial and imminent failure of the 24" RCP sanitary sewer main that runs from the Scruggs Road Pump Station to the Tudor Road Pump Station.

 

* The current situation poses a significant public health risk that requires immediate action.

 

* The failure of the sanitary sewer main increases the liability of the city.

 

* A quote for the repair of the line is expected to be completed for $241,517.50 through an emergency purchase

 

Proposed City Council Motion:

 

I move for adoption of an ordinance ratifying an emergency purchase services agreement between Insituform Technologies USA, LLC and the City of Lee's Summit, Missouri to reconstruct the Scruggs Road Interceptor and authorizing the City Manager to execute the same for the City.

 

Background:

The Water Utilities Department has recently made two temporary pipe repairs of the Scruggs Road Sanitary Sewer Interceptor. These repairs were necessary due to the collapse of two different sections of the 24 inch concrete pipe sewer main. During the course of these repairs the remainder of the sewer main was also video inspected, the inspection found that other sections of the pipeline were also in need of repair.

Impact/Analysis:

The cost of the repair is estimated to be $241,517.50. The Water Utilities Department has sufficient funding the CIP project that was previously identified and approved by City Council.
