An Ordinance approving an engineering contract by and between the City of Lee’s Summit, Missouri and Burns and McDonnell Engineering Company, Inc. for a Water Master Plan in the amount of $248,700 and authorizing the City Manager to enter into the same on behalf of the City.

 

Issue/Request:

Award of RFQ 2021-063 and execution of an engineering contract for the creation of a new Water Master Plan.

 

Key Issues:

-The existing most recently completed Water Master Plan for the City of Lee’s Summit was completed in 2006.  

-It is good practice to update these planning documents to ensure alignment with growth patterns and City goals.

-An RFQ was issued for the Water Master Planning Document. 

-The submittals were reviewed and Burns and McDonnell Engineering Company, Inc. received the highest scores for their expertise and project approach.

-The attached contract was negotiated and works within the budget approved in the existing Capital Improvements Program.

-When completed the Water Master Plan will be added to the City's Comprehensive Plan as an appendix.

 

Proposed City Council Motion:

 I move for adoption of an Ordinance approving an engineering contract by and between the City of Lee’s Summit, Missouri and Burns and McDonnell Engineering Company, Inc. for a Water Master Plan in the amount of $248,700 and authorizing the City Manager to enter into the same on behalf of the City.

Background:

Water Utilities is made up of two utility systems the water system and wastewater system each of these systems needs to be designed to carry the required flows for the City as it currently exists and as it will exist in the future.  The planning for these systems is handled through master plans for each utility that are updated from time to time to correct for assumptions and changed development trends. 

The most recent Water Master Plan was fully completed in 2006 with an update in 2012.  This document included projections for ultimate build-out for projects and system improvements.  It also had projects with and without the PRI property development.  This document is now out of date and due for renewal based on new data. 

In preparation for this project, Water Utilities has completed several complimentary projects that will be included with this work.  A Facility Asset Management Plan has been completed, a review of our High Consequence Lines is being finished up, and a Master Plan and redesign of our SCADA system has been completed all of these items will be used in the Water Master Plan.  The proposed document will have similar sections to 2006 Master Plan with all ground in the City included in the development.   This document will also review existing system capacity and our design requirements as set forth in the Design and Construction Manual.  The work completed by the 2020 -21 Comprehensive plan will be used for the long term projections and development density reviews in this Master Plan.

We issued a request for qualifications for this work and received three submittals.   The qualifications were reviewed, the firms were interviewed and it was determined by the review committee that Burns and McDonnell Engineering Company presented the most complete qualifications with the best project approach of the submittals.
