Issue/Request:
An Ordinance approving the use of a Cooperative Contract between the City of Joplin and Ace Pipe Cleaning, Inc., for the evaluation and rehabilitation services for the City of Lee’s Summit wastewater collection system as needed and authorizing the City Manager to execute the same for the City.
Key Issues:
-The current cooperative contract for Evaluation and Rehabilitation of Wastewater Collection System with Ace Pipe Cleaning has expired.
-The City of Joplin, Missouri issued a bid for said services and selected Ace Pipe Cleaning as the winning bidder.
-The City of Joplin allows other public agencies to Piggyback on their contracts
-Under the Procurement Policy 6.1 Cooperative Purchasing - the City can piggyback on public agency contracts when allowed by the contract.
-The City has a need to purchase materials and installation for Cured-In-Place-Pipe (CIPP) and Lateral Connection Rehabilitation (LCR) as a part of Water Utilities Capital Improvements Plan
-The City has a need to purchase materials and installation for Foaming Root Control to perform regular annual maintenance.
-The Lee’s Summit Water Utilities Department wishes to use a Cooperative Contract between Ace Pipe Cleaning Inc. and the City of Joplin, to purchase materials and installation for CIPP, LCR, and chemical root control.
Proposed Committee Motion:
FIRST MOTION: I move for second reading of an Ordinance approving the use of a Cooperative Contract between the City of Joplin and Ace Pipe Cleaning, Inc., for the evaluation and rehabilitation services for the City of Lee’s Summit wastewater collection system as needed and authorizing the City Manager to execute the same for the City.
SECOND MOTION: I move for adoption of an Ordinance approving the use of a Cooperative Contract between the City of Joplin and Ace Pipe Cleaning, Inc., for the evaluation and rehabilitation services for the City of Lee’s Summit wastewater collection system as needed and authorizing the City Manager to execute the same for the City.
Background:
The City was using a cooperative contract to acquire for Evaluation and Rehabilitation of Wastewater Collection System from Ace Pipe Cleaning; the contract has expired. The City of Joplin issued a bid and awarded a contract for the needed services to Ace Pipe Cleaning Inc. of Kansas City, Missouri. The Water Utilities Department budgets annually for chemical root control. The CIPP and LCR projects are budgeted in the Lee's Summit Water Utilities Department Capital Improvements Plan.
Impact/Analysis:
Use of this contract would be based on the annual appropriations approved by the City Council.

Recommendation
