Issue/Request
An Ordinance authorizing the Mayor to execute an Intergovernmental Agreement by and between the City of Lee’s Summit, Missouri, by and through the Lee’s Summit Parks and Recreation Board, and the Lee’s Summit R-7 School District for use of the Aquatics Facility at the Longview Community Center.
Key Issues
• Agreements between Lee’s Summit R-7 School District (LSR-7) and Lee’s Summit Parks and Recreation (LSPR) must be brought before the City Council for approval pursuant to Section 4.4(d) of the City Charter because they are Intergovernmental Agreements.
• LSR-7 has requested to rent pool lap lanes from LSPR at the Longview Community Center while repair and maintenance is being conducted at the District Aquatics Facility.
• LSPR and LSR-7 have prepared an Intergovernmental Agreement outlining terms and conditions associated with the rental.

FIRST MOTION: I move for second reading of an Ordinance authorizing the Mayor to execute an Intergovernmental Agreement by and between the City of Lee’s Summit, Missouri, by and through the Lee’s Summit Parks and Recreation Board, and the Lee’s Summit R-7 School District for use of the Aquatics Facility at the Longview Community Center.
SECOND MOTION: I move for second reading of an Ordinance authorizing the Mayor to execute an Intergovernmental Agreement by and between the City of Lee’s Summit, Missouri, by and through the Lee’s Summit Parks and Recreation Board, and the Lee’s Summit R-7 School District for use of the Aquatics Facility at the Longview Community Center.
Background
The Lee’s Summit R-7 School District (LSR-7) has requested the use of pool lap lanes at Longview Community Center for a short period of time while maintenance and repairs are being conducted at the District Aquatics Facility. LSPR and LSR-7 have negotiated rates and other terms and conditions associated with the rental of lap lanes consistent with LSPR’s practices for facility rentals. These terms and conditions are incorporated into the attached Intergovernmental Agreement.
This Intergovernmental Agreement is being brought to the City Council for approval pursuant to Section 4.4(d) of the Charter of the City of Lee’s Summit, Missouri, which requires all agreements and contracts between the City and other governmental entities be executed by the Mayor.
