Issue/Request:
An Ordinance authorizing the execution of a Governor's Transportation Cost Share Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number STP-3301(527), Colbern Road, within the City limits of Lee's Summit, Missouri.

Key Issues:
· Pursuant to the FY2019 Capital Improvement Plan and Thoroughfare Master Plan, the City planned for improvements along Colbern Road between MO-350 Hwy and Douglas Road to enhance safety, expand capacity, promote economic development in the area, and accommodate non-motorized transportation (hereinafter "Project").

· The Missouri Highways and Transportation Commission ("hereinafter MoDOT") approved the City's submittal of the Project for Surface Transportation Program federal funding in the amount of $3,975,000 (hereinafter "Federal Project Number STP-3301(527)").

· MoDOT also approved the City's application to the Governor's Transportation Cost Share Program and allocated $8,000,000 for the construction of Federal Project Number STP-3301(527).

· An agreement between the City and MoDOT is necessary to memorialize the mutual covenants, promises, and representations for Federal Project Number STP-3301(527) for the Cost Share Program and Surface Transportation Program (hereinafter “Governor's Cost Share Agreement”).
