Approval of the 2021-22 Annual Action Plan

Key Issues:

To receive CDBG funding from HUD for the 2021-22 program year, the City is required to submit an Annual Action Plan that lays out the community’s goals and objectives for the grant program as well as programs to be funded to implement the 2020-24 Consolidated Plan. The City Council needs to adopt the proposed Annual Action Plan by ordinance.

Background:

In 1994, Lee’s Summit was designated as an Entitlement Community under the Community Development Block Grant (CDBG) Program by the U.S. Department of Housing and Urban Development (HUD). This designation gives the City the authority to administer the grant funds within our City. As an Entitlement Community, the City is required to adopt an Annual Action Plan for each program year that summarizes local actions being taken to address specific needs within the community. The grant distribution aims to achieve priority goals and objectives as established in the 2020-24 Consolidated Plan; this is year two of the City’s five-year Consolidated Plan. The City has been awarded $350,684 for PY 2021-22, with an additional $97,555.40 in prior year funds that staff is proposing be reallocated to this program year 2021-22. 

The City is required to adopt an annual action plan for each program year summarizing local actions being taken to address specific needs of the community’s low-to-moderate income persons. The attached draft Action Plan has been prepared through a public process, which included a press release, pre-application meeting and application period, followed by staff evaluation and prioritization of the applications received.

The CEDC held a public hearing on March 10, 2021 as part of the public participation process. During the CEDC hearing, grant applicants had an opportunity to present their funding proposals and staff presented their funding recommendation. No changes were made by CEDC to the staff recommendation. The CEDC approved a recommendation for the City Council to adopt by ordinance the 2021-22 Annual Action Plan based on the attached funding recommendations. A 30-day public comment period was held from March 12- April 12 ,2021. No public comments were received.

FIRST MOTION: I move for a second reading of an ordinance approving the City of Lee’s Summit’s Community Development Block Grant (CDBG) 2021-22 Annual Action Plan.

SECOND MOTION: I move for adoption of an ordinance approving the City of Lee’s Summit’s Community Development Block Grant (CDBG) 2021-22 Annual Action Plan.
