Issue/Request:

An Ordinance approving Modification No. 2 to the On-Call Agreement for Environmental Professional Engineering Services Yearly Contract (RFQ No. 2020-061) with Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers, for an amount not to exceed $172,800, for annual tasks associated with the Resource Recovery Park for FY22, and authorizing the City Manager to execute an agreement for the same.

 

 

Key Issues:

                     The City is required to submit regular regulatory reports to the Missouri Department of Natural Resources (MDNR) as owner of the Resource Recovery Park.

 

                     Pursuant to Ordinance No. 8883, the City and Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers (hereinafter "Engineer") entered into an On-Call Agreement for Environmental Professional Engineering Services Yearly Contract (RFQ No. 2020-061) (hereinafter "Base Agreement").

 

                     Engineer has submitted a proposal with estimated costs to perform said annual tasks for the Resource Recovery Park for FY22.

 

                     The City desires to modify the Base Agreement, as amended, with Engineer to provide for this additional scope of engineering services (hereinafter "Modification No. 2").

 

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving Modification No. 2 to the On-Call Agreement for Environmental Professional Engineering Services Yearly Contract (RFQ No. 2020-061) with Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers, for an amount not to exceed $172,800, for annual tasks associated with the Resource Recovery Park for FY22, and authorizing the City Manager to execute an agreement for the same.

FIRST MOTION: I move for a second reading of an Ordinance approving Modification No. 2 to the On-Call Agreement for Environmental Professional Engineering Services Yearly Contract (RFQ No. 2020-061) with Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers, for an amount not to exceed $172,800, for annual tasks associated with the Resource Recovery Park for FY22, and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance approving Modification No. 2 to the On-Call Agreement for Environmental Professional Engineering Services Yearly Contract (RFQ No. 2020-061) with Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers, for an amount not to exceed $172,800, for annual tasks associated with the Resource Recovery Park for FY22, and authorizing the City Manager to execute an agreement for the same.

 

 

Background:

The landfill post-closure operations are controlled by Missouri Department of Natural Resources regulations that require extensive sampling efforts, data analysis, and engineering reports.  The purpose of this agreement is to obtain engineering services to perform the tasks needed to comply with the state regulatory requirements.  Even though the City has closed the landfill, there are regulatory obligations that remain with the City as the owner of the property. 

 

Tasks from year to year change, therefore the engineering services are updated as needed each year.  The City and Engineer modified the Base Agreement pursuant to Modification No. 1 dated May 15, 2020, for tasks associated with the Resource Recovery Park for FY21.  This Modification No. 2 will authorize the scope of services needed for the upcoming year. 

 

With the landfill in post-closure, many of the tasks are related to engineering support regarding groundwater, leachate, gas, and stormwater sampling.  Other support is for utilities, unforeseen repairs, and future planning.

 

 

Impact/Analysis:

Services are required to meet MDNR requirements for landfill post-closure.

 

Timeline:

Start: July 1, 2021

Finish: June 30, 2022
